Nihilanth was the last of his kind, the rest of his race having been wiped out by the Combine over a long and grueling war. It cobbled together an army of other refugees (some unwilling, like the Vortigaunts), who were hiding out on Xen.
What happens to Wallace Breen?
After the player destroys the reactor at the top of the Citadel, the platform that Breen is seen riding up to the portal collapses, and he is seen falling to his presumed death, his last words being “You need me!”.
